What is Ownership Scheme?

SWAMITVA-Survey of Villages and Mapping with Improvised Technology in Village Areas (SWAMITVA-Survey of Villages and Mapping) was launched as a central sector scheme with the objective of promoting a socio-economically empowered and 'self-reliant rural India'. Actually, the Swamitva Scheme is an important step in making the villages self-reliant in Prime Minister Narendra Modi's dream of a self-reliant India.

When did the scheme start

This scheme was launched by Prime Minister Modi on April 24, 2020. It has the potential to transform rural India using modern technological tools of mapping and surveying. This paves the way for the villagers to use the property as a financial asset to take advantage of loans and other financial benefits.

This new functionality of the Ministry of Panchayati Raj, Department of Science and Technology, Ministry of Civil Aviation, Survey of India and National Informatics Center will help in wider reach and transparency of the scheme. The scheme, a central sector owned by the Ministry of Panchayati Raj, was launched at the national level on Panchayati Raj Day (24 April 2021) after the successful completion of the pilot phase of the scheme in nine states.

Who will get benefit from the scheme?

Through this scheme, it has been planned to cover about 6.62 lakh villages across the country during 2021-2025. That is, all the villagers living in these villages will get the benefit of this scheme. The weak population in the villages will be strengthened by giving the villager a "Right of Record" of his property.

Survey to start again from June

In this regard, on Friday, Union Rural Development and Panchayati Raj Minister Giriraj Singh has said that by 2025, all the villagers of the country will get the Right of Record. In the dream of PM Modi's "self-reliant India", the information about the survey to be conducted from June under the "Swamitva Yojana" will be given to the MPs and MLAs of the area through SMS. Plan implementation with the participation of elected representatives instills confidence in the public.

Drones will fly for survey of village land

People will not be surprised to get information about the commencement of drone flight in the area earmarked for survey under the “Swamitva Yojana”. The work of “Right to Record” will be completed successfully.

Ownership provides people with a record of their property rights, which can be used as financial assets to take loans and other benefits.

Purpose of ownership plan

The objective of this scheme is to provide “right of record” and issue of property cards to all villagers. This important scheme is being implemented across the country in a phased manner over five years which will cover all villages across the country by 2025. With the use of modern technology this scheme is being run to further benefit lakhs of rural property owners.

So far, drone survey of more than 15 thousand villages has been completed

So far, drones have been flown in 108 districts of different states and union territories and many more are on the verge of completion. Drone survey of one lakh 16 thousand 205 villages has been completed, out of which map of 81 thousand 911 villages has been prepared and given to the state.

One crore 11 lakh digitized land parcels

So far, one crore 11 lakh land parcels have been digitized, while 29 thousand 464 property cards have been distributed to the beneficiaries. Through SMS app service, all the information about drone flight will be sent to all MPs and MLAs through SMS two days in advance. This will help in spreading awareness on the media and on-ground about the work of the government in relation to the scheme and effective publicity about the benefits of the scheme.

Every villager will get the property record through "Meri property, my right"

To improve the socio-economic parameters of the vulnerable population in the villages by giving every villager the right of record of their property through "Meri Samasti Mera Haq". This will effectively redress the cases of clear demarcation of property and land disputes due to non-availability of proper documents of the property. Improvement of infrastructure schools, community health centres, rivers, street lights, roads, etc. is targeted with high resolution digital maps for better Gram Panchayat Development Plans (GPDPs).

With the help of property card, loan will now be available from any bank at least interest

Ease of bank credit and streamlining property tax at the state level by using your property as collateral for "economic growth". prior to ownership The villagers used to get loans from private lenders at high interest rates and there was always the fear of losing the property. With the help of property card, one can now get loan from any bank at least interest and there will be no fear of getting possession of the property. Planning of basic works was done with on ground force, now Panchayats can easily plan their GPDP with digital map. There was very little collection of property tax by the states. Panchayat can now easily monitor property tax.
