Actually, now the process of vehicle scraping has become very easy. Yes, the Union Ministry of Road Transport and Highways has released the draft notification for registration and works of vehicle scraping facility. The draft notification regarding the Motor Vehicles (Registration and Vehicle Scraping Facility Amendment Act) Rules, 2022 has been issued on '10 March 2022'. These are amendments to the Motor Vehicles (Registration and Functions of Vehicle Scraping Facility) Rules dated 23 September 2021, which lay down the procedure for setting up a Registered Vehicle Scraping Facility (RVSF). These amendments have been made to simplify and digitize the process of vehicle scraping for all stakeholders of the ecosystem, such as vehicle owners, RVSF operators, dealers, regional transport authorities etc. These amendments have been made based on the feedback received on the rules. The processes are time bound to ensure ease of doing business.

Provision for vehicle owners to apply for vehicle scrapping digitally. All applications for scrapping of vehicles will be submitted digitally. To help vehicle owners apply for scrap digitally, RVSFs will act as facilitation centres.
- Specified the necessary checks to be done from the vehicle database before the vehicle owner submits the application. These investigations include – hire-purchase, submission of lease or concept agreement of the vehicle, no criminal record against the vehicle in National Crime Records Bureau records, no dues on the vehicle and blacklisting of the vehicle by regional transport authorities. There is no record of Applications will not be submitted for vehicles that fail any of these tests.
Initiation of undertaking by the vehicle owner and RVSF operator at the time of submission of the vehicle will ensure that there is transparency in the responsibility of the vehicle before and after it is submitted for scrapping.
- Inclusion of more details in the certificate of deposit relating to the vehicle submitted for scrapping, so as to enable transparency in the business of the said certificate. The above certificates will be available digitally to the vehicle owners and will have a validity period of 2 years.
– Introduction of Transfer Certificate of Deposits to ensure that digital proof of transactions is with the consumers who have obtained the Certificate of Deposit through electronic trading.
Registration and function everything will be online
That is, according to the new rules, there is a provision to apply for vehicle scrapping digitally. All the applications for vehicle owner scraping will be submitted digitally. That is, the owner of the vehicle has to apply for vehicle scrapping digitally.
Registered Vehicle Scraping Facility Operators will act as Facilitation Center
If a person applies for vehicle scrapping digitally If there is any complication or difficulty in doing so, RVSF will act as facilitation center to help. Due to this facility the Registered Vehicle Scraping Facility has become even more simple now.

It may be noted that in the year 2020, India had to import scrap steel worth 23,000 crores because our scrap is not fit for production related purposes and we are not able to recover energy and rare earth metals. This new policy will give new energy and security to the scrap related sector. Employees and small entrepreneurs will get a safe environment. Along with this, benefits will be available like the employees of other organized sectors. They will be able to work as collection agents for the authorized scrapping centres.
